Over AP maybe, but also maybe not. It's not like there would be much interop with other fediverse software aside from publishing a note when going live. (Which can easily be done another way)
If you wanted to use notes for chat it would just create hellthreads, and multi user pleroma chat isn't ready yet.

And followup thoughts: I get it know. People visit the page, they sign in with their fedi account with oauth like they authorize tusky, then they chat with that. They can follow the streamer account which publishes notes either manually or automatically. Forget trying to federate the streams, just do the oauth thing and it'll be 💯
Ugh this sounds like a lot of work. Especially because I'm not sure how well that's going to integrate into IRC/XMPP/etc. I could just let the admins work it out.. I'll figure it out.
